Neelix was born on Rinax, a Talaxian moon, that in 2366 was exposed to the Metreon Cascade weapon by the Haakonian Order, which irradiated the entire population of Rinax, including his whole family, forcing a Talaxian surrender.

As a former junk dealer, Neelix gained a free passage on the U.S.S. Voyager by offering himself as an adviser, a guide and a diplomat to crew, based on his knowledge of the Delta Quadrant and its myriad of races, and dangers.

When he discovered that the starship was desperately short of energy for its replicators and, therefore food, he offered his prowess as a "master"-chef, and he has been invaluable in preparing fresh meals from the flora and fauna of this region in order to ration food replicator power.

The Talaxian is extremely personable, to the point of charming, but also shrewd, and he has a talent for turning situations to his advantage. His flamboyant clothes give a clue to his personality and his enjoyment of life, and his quick-wittedness has often proved to be an advantage to the crew.

In addition, his past dealings and travels have yielded invaluable information for command decisions and strategy, taken by the senior officers.

He now serves as a Chef, a Diplomatic Adviser, and a self-appointed "Moral Officer" aboard the U.S.S. Voyager, which was presumed to be lost in the Badlands near the space station Deep Space Nine on Stardate 48315.6, but this was proven incorrect when contact was established with the ship via an alien communication network.
